The Georgian name of the country is, according to Wikipedia, საქართველო, translit.: sakartvelo, IPA: [sɑkʰɑrtʰvɛlɔ] . So {Saqatvelo'} might be closer with {q} rather than {Q}. I would be unsurprised to discover that there was an instance of metathesis somewhere in the Klingon word's history: if the <r> got moved back one slot, you'd have "sakratvelo", which would be much more likely to give us a {Q} as the second consonant.
