As far as I know, we don't have any evidence you can say *SoH tlhIngan.* The closest we have is that you can say both*'Iv SoH* and *SoH 'Iv* for /Who are you?/ But this isn't a good data point, because *'Iv* can also act like a pronoun. -- SuStel http://trimboli.name

At the very least, I think it would have to be *SoH tlhIngan'e'*. I'd probably be more likely to interpret *SoH tlhIngan* as a N-N construction ("your Klingon"), said by someone who forgot possessive suffixes exist. Neither one is likely to be grammatical Klingon.
Everything about using pronouns as the verb “to be” is special grammar, formalized in the format: [noun] [pronoun] or [noun] [pronoun] [noun]-‘e’, though some dialects omit the {-‘e’}. It’s not something you can mess with. The word order is not reversible. As SuStel pointed out, {‘Iv} is a special case because it is also a pronoun. charghwI’ vaghnerya’ngan rInpa’ bomnIS be’’a’ pI’.
