I feel like there must be a cinematic reference here. "Lightning Bill" (or "Lightnin' Bill") was the name of several movie characters. But I can't figure out what the {pe'} is doing there.
Okay, maybe far fetched, but the Actor is William Bailey.
Bailey William Bai--- Bill--- pe' bIl
Just a thought...
Well, if we're going to stretch that much, it might be that there's no pun at all, or Okrand thought "Lightning Bill" but decided {bIl} was too short and added a meaningless syllable, or he though {bIl} and then decided to make it more similar to {pe'vIl}. Or maybe Okrand has a Pebble smartwatch and it shows a little "lightning" symbol whenever he charges it, and that's why he thinks "pebble" whenever he thinks "lightning". Also, how would one express "stretch" (as in literally pull something apart like an elastic band) in Klingon? I guess for the metaphorical meaning a Klingon might say something like {notlhchoH tonSaw'lIj} or {chatlh Dajab}. -- De'vID
