After a couple weeks of thinking about it, I think I may have found the pun. Bobby Pickett's classic novelty song "Monster Mash" was released in 1962 on Garpax Records. {tlhapragh} backwards is {gharpatlh}, which is almost a transliteration of "Garpax". I say "almost" because "x" is usually transliterated as {Q}, not {tlh}. Maybe Okrand wanted to mix it up a little. (Or it wasn't intended as a pun on "Garpax" at all, and I've just stumbled onto a tremendous coincidence.)
