I feel like there must be a cinematic reference here. "Lightning Bill" (or "Lightnin' Bill") was the name of several movie characters. But I can't figure out what the {pe'} is doing there.
Are you sure it's not just supposed to sound like {pe'vIl}? That's the way I remember that word, at least.
