It could mean either. Context will tell. Since sending something is strongly associated with the destination one is sending it to, I would expect the default interpretation would be that the locative is the destination. Besides, one would be more likely to say *Qo'noSvo' vIghro' vIngeH.* -- SuStel http://trimboli.name
