I got Klingon working in LO in the past with a language extension that fergusq over on the discord made in 2021. It was just a spellcheck/grammar check based on his own dictionary program and used the boQwI' database for words, it was not a gui localisation. There is an .oxt file available in the finnish section of his site at https://klingonia.fi still, but I can't seem to get it working now. I think over the years LibreOffice has changed but the extension hasn't, they might have even reverted the changes to add the Klingon language and locale information to the selectable languages. I see the claim in articles that LibreOffice supports Klingon, but I sure as heck can't find a way to install it or indeed any evidence in LibreOffice that there is any Klingon at all.
I couldn't find it in OpenOffice, either.

It's either OOo or LibreOffice that supports Klingon as a language for your document. Very helpful to not have squiggly red lines under every word.
