I wonder if there is more than one inhabited planet in the Cardassian system. “Prime” could then refer to the most important planet, the one which was inhabited first (otherwise known as the homeworld), before they moved out into space colonizing other habitable planets in their own star system. Or… maybe this isn’t Federation or Klingon usage, but a (clumsy) attempt to render an alien nomenclature. BTW in Star Trek: Enterprise we learned of Tellar Prime. According to Memory Alpha, Cardassia Prime is the second planet in the system. So I would not translate Prime with {wa'} here.
