Good question, but I imagine it would be {ghorqan}. See {ghawran} Gowron, {qarghan} Kargan and, of course, {tlhIngan} Klingon. Gorkon is not one of those unusual names with an apostrophe, like K'mpec or B'Etor which Okrand spells {qI'empeq} and {be'etor}. And then there is still K'Ehleyr which Okrand has never provided either.
