It only implies that an act of devising is complete, a grammatical distinction only. It doesn't imply that the product of that devising is complete or not due for amendments.

All of this implies that the formation of the language is complete. I’d personally be more attracted to {-lI’} than {-pu’}, so long as the vocabulary continues to expand and the grammar continues to surprise us (less frequently, but it happens).

I'd understand it but I would personally put a perfective suffix in
there: {Hol 'oghlu'pu'bogh} or even {Hol 'oghlu'ta'bogh}.
I agree with the above, but would like the add the thought that just
like in English, there is a difference between an invented language and
a constructed one. So an alternative might be {Hol chenmoHlu'ta'bogh}.

Not a big difference, just a suggestion.
