At the very least, I think it would have to be *SoH tlhIngan'e'*. I'd
probably be more likely to interpret *SoH tlhIngan* as a N-N construction
("your Klingon"), said by someone who forgot possessive suffixes exist.
Neither one is likely to be grammatical Klingon.
