it like a number.

I don't know how you'd use fractions to modify a noun. Maybe something 
like *loS loch wa'; Sep SubmaHvam vIche'*/I rule one-quarter of the 
region,/ literally /one is a fraction of four; I rule this fraction of 
the region./
