Well, if we're going to stretch that much, it might be that there's no pun
at all, or Okrand thought "Lightning Bill" but decided {bIl} was too short
and added a meaningless syllable, or he though {bIl} and then decided to
make it more similar to {pe'vIl}. Or maybe Okrand has a Pebble smartwatch
and it shows a little "lightning" symbol whenever he charges it, and that's
why he thinks "pebble" whenever he thinks "lightning".
Also, how would one express "stretch" (as in literally pull something apart
like an elastic band) in Klingon? I guess for the metaphorical meaning a
Klingon might say something like {notlhchoH tonSaw'lIj} or {chatlh Dajab}.
