I agree with your analysis loghaD.
I have to admit, that I didn't quite like it either, the original
sentence {wa'maH tup qaSpa' jajlo', vIghro' vIlegh}.
Which of course raises the question "if I didn't like it, then why did I
write it ?".
It is just that I couldn't find another way to express the intented meaning.
Anyway, seemingly/apparently, we can't adequately express these kinds of
phrases in klingon.
Which is kind of strange, since "ten minutes before dawn" is a very simple
thing to say.

Personally, I'm a fan of expressions such as «jajlo' wa'maH tup ret» ("the
ten minutes ago f dawn"), but I believe such constructs are quite
controversial with the community, with many arguing that ret/pIq, Hu'/leS,
ben/nem and the like should always be measured with respect to (the
speaker's) present.
You could say «qaStaHvIS jajlo' nungbogh tup wa'maHDIch» ("during the 10th
minute that precedes dawn"), but that's rather cumbersome.
