That's a good objection. I think this is one of the stuation where a) 
Okrand has possibly forgotten about the different words and b) we just 
have to live with the situation of having two similar words with 
slightly different meanings. I don't have a problem with that.

I understand {chIp} is a special form of {pe'}.
