Not according to the rules. Quotations take one of two forms:
<quotation> <sentence of saying> <sentence of saying> <quotation>
You can't put one sentence inside the other.
Also, even if it were allowed, putting the {'arlogh} on the other side of the quotation makes it look like part of the quotation: {'arlogh jISaHbe'?} jIjatlhnIS. -- De'vID
