It's a calque of the Latin "petroleum".
That might what it's called in Latin, but I would not get that when I read it.
{nagh nIn} is just like "Rock fuel" and sounds like either fuel to fire rocks, or fuel made of rocks.
Perhaps a better approach is from a technical point of view, saying {nIn tlhol} "unprocessed fuel". I've finally got a good name for it: watrIn nInlubricant fuel The suggestion of *watrIn* was a good idea. And *watrIn nIn* even rhymes! So we get: 'avghanIStanDaq watrIn nIn noH ghob George way Bush
