I think it's an instance of apposition... maybe. It's probably just bending the rules to get the rhyming pattern of {quv vuv nuv}.
vaj vIlughmoH 'ej mu'tlheghvam vIlIng:
"quv vuv pagh ghajbogh neH nuv'e'"
I think the {neH} should follow {nuv}, in the meaning that you want. You want to say "only someone who has nothing" not "someone who merely has nothing". -- De'vID
