In "The Klingon Art of War", the author Keith R.A. DeCandido created some Klingon words. Some of those were vetted by Okrand at qepHom 2014. One was {vo'ruv'etlh}, which obviously misused the suffix {-vo'} to say "Sword of Justice". In the qepHom booklet, Okrand did not really say yes or no to this: << Maltz said {ruv ’etlh} for "sword of justice" made the most sense to him, but he thought {vo’ruv ’etlh} might be an older term for the sword.
