(KBOP) jabbI'ID tInqu' wItu'pu'. [NON-CANON] We have intercepted a massive signal. (DSC/Qov "Si Vis Pacem, Para Bellum") (Felix, 10/25/2017): Lieven has written on Twitter that this word [{rIS} "make a cracking or snapping sound, emit a signal"] is similar to {tlhuD}. It used to be used to transmit audio, but now is apparently also a way to transmit life signs. (Will Martin, 11/5/2015): I’m pretty sure that Valkris used the word {jabbI’ID} in ST3. I think it was the Klingon word created to fit her lip movements as she said the English word "transmission" on camera and later dubbed it into Klingon under Okrand’s direction. TREK TRIVIA: The Romulans routinely monitor the telemetry of Starfleet long-range automated probes. (TNG “Tin Man”) "Sweep the area of the Antares transmission with our probe scanners, Mr Spock." (TOS "Charlie X") No form of transmission can penetrate the Galactic Barrier. Deflectors register it, but sensors do not. I don't know why or when Will said that, but in my version of ST3 Valkris /definitely/ says {jabbI'ID pItlh} in Klingon, with no doubt. And when you look at the lips movement, it seems like the recording was in English saying "Transmission complete". (But I slightly remember there is also a version of the movie which does not speak Klingon, at least the German dubbed version. I need to check if that's in English as well.) -- Lieven L. For those like to keep track of detailed information, here some additional notes:
jabbI'IDlIj vIlaDpu'. [untranslated) st.k (MO to SuStel 11/1996)
This was the same message that included the {qep'a' wejDIchDaq} phrase: http://www.klingonwiki.net/En/Msn_1996-11-10b
tlhIngan jabbI'ID le' Special Klingon issue (STC)
Since I was the one who asked the question some time ago, I now have the answer: this refers to "Star Trek Communicator edition #104" http://www.klingonwiki.net/En/StarTrekCommunicator As there was only Klingon issue, this one can also be abbreviated as STC104 to avoid confusion with the "Star Trek Continuum", which is sometimes also abbreviated STC. http://www.klingonwiki.net/En/StarTrekContinuum

I am not one of the first members, but according to the Klingon Wiki, the first message was dropped on Wed, 7 Aug 1991.
