The title in Russian is Война и мир, transliterated as "Voyna i mir".
Google Translate gives a lot of useful information about the phrase.
While the first word "voyna" can match either the verb {Qoj} or the
noun {veS}, and the conjunction "i" can connect either nouns or verbs,
the last word "mir" is only a noun. The most literal translation is
thus {veS roj je}.
