What kind of anchor? Not a television anchor, certainly.

{rIjwI'} as a descriptor seems like it would refer to the thing (boat or ship) which is anchored, not the device (rIjmoHwI'? rIjmoHmeH jan?) which is doing the anchoring.

Keep in mind that {rIj} "be moored, anchored" refers to securing a vessel in place. A {rIjmoHwI'} might be an anchor, or a bollard, or just the line connecting to it. In a Star Trek context, a specialized tractor beam is also a possibility.
