The steps I followed:

Action Center -> All Settings
All Settings -> Time & Language
Time & Language -> Region & language
Click on "Klingon (tlh-Latn)"
Click on Options
Click on "Add a keyboard"
Scroll to the bottom of the list and click on "Klingon (pIqaD, United States)" . 

You should now have "Klingon (pIqaD)" listed under "Klingon (tlh-Latn)" in the language list (accessible using Windows + Space).

Okay, I've found tlh-Latn, added it, and am now trying to add a keyboard.
I have your pIqaD keyboard on my system, but it isn't showing up in the box of keyboards to add.
