That’s what I heard too (and what I edited the wiki to, before it got edited again), although De'vID’s {-ra'} fits the English subtitle better. It’s the same chancellor in either case. I listened to it again after De'vID put forth his interpretation, paying careful attention to the syllable, and I do now believe it is {-ra'}. There’s no labial quality at all to the consonant that begins the last syllable of that word, and if you watch Shazad Latif’s lips as he says the word you’ll see they don’t close.
