-Ha' can mean that something is undone or that it was done incorrectly — in this case, disagreeing with the wrong thing (misconstrued) or at an inappropriate time (misplaced).

So QochHa' can mean undoing a state of disagreement, or it can mean disagreeing with the wrong thing or at an inappropriate time.
