IIRC, the {-'e'} is not strictly necessary, but useful when you need to specify the head noun of a relative clause. In this case, the context is discussing obtaining planets. So you probably don't need {-'e'} to interpret the sentence as "You can even obtain Earth (that the puny Federation cherishes)" rather than "You can even obtain the puny Federation (that cherishes Earth)".

If it has any meaning at all, which it probably doesn't, I'd suspect it would be something like "Be told!" (perhaps in the sense of "shut up and listen!")
