finish the world"; but why doesn't the {rInbe' qo'} mean "the world
isn't finished" ?

It does. But finished can mean "complete, fully created" or it can mean "ended," and I think canon has shown it leaning more toward the latter sense, so it's what I first thought. What you said isn't wrong, but I could only disambiguate based on my previous knowledge of the book.
