Possibly. You might also consider something like {velqa'} or {velqa'Hom}. Personally, I might call a toy car a {reHmeH puH Duj velqa'Hom}, but drop the {reHmeH} if it's clear that one's talking about playing.

I'd shy away from {tu'HomI'raH} unless it really has no use.
Play, in general, is how children learn. Toys assist with this.
Some toys are educational by design.

Yeah, I wouldn't say toys are essentially useless, but I think that would work in some contexts.
