Possibly. You might also consider something like {velqa'} or {velqa'Hom}. Personally, I might call a toy car a {reHmeH puH Duj velqa'Hom}, but drop the {reHmeH} if it's clear that one's talking about playing.
{mIl'oD ngeb} is given for "teddy bear" in Talk Now.
I'd shy away from {tu'HomI'raH} unless it really has no use.Play, in general, is how children learn. Toys assist with this.Some toys are educational by design.
