Unfortunately, that opinion is contradicted by canon. Again, from the UKE appendix:

"Where is a good restaurant?" {nuqDaq 'oH Qe' QaQ'e'}

"Where is the bathroom?" {nuqDaq 'oH puchpa''e'}

Any examples where we're not asking questions?
