Not everything written in HolQeD is canon, since there were many authors writing for it. But for a long time, it was the only way to publish new information from Marc Okrand. So whenever somebody quotes HolQeD as a source, it is sure that it's canon information from Marc Okrand. (one would not quote any phrases written by someone else from HolQeD, and if so, their name would be added)
