AFAIK {vIng} has never been used or discussed by Okrand so we don't know if it means to make a high-pitched noise (an engine for example), to complain in a particularly annoying tone of voice, or both.

Possible pun on "whinge" ? 
Apparently it's possible to use it as a synonym for whine, but I only know the word from forums, where it's been used to describe those who constantly lament about others whining.
