is not complete, the action of inventing or creating it, is complete.

As per definition of a language, Klingon is a complete language. It
fullfills everything that is needed to be called a language. Using
{-lI'} on the process of the creation sounds like it's not usable yet.
In the year 1983, one could have said that Okrand is working on the
language, combined with {-lI'}. But when he published TKD, he was done
with it: {Hol chenmoHta'.}
