< Is it certain that the translation is "high resolution" ? Isn't it "exact data transmission" or something similar ?

It does.  It comes from the {QeD patmey noch patmey je} “Science and Remote Sensing Systems” section of the Bird of Prey Poster:

  chuq'a'

  long range (KBoP)

jabbI'ID pup:  Qapchu'meH 'aqroS chuq: cha' vI' chorgh loghqammey

High Resolution - Maximum Effective Range - 3.5 Light Years

jabbI'ID pupHa':  Qapchu'meH chuq: chorgh vI' chorgh loghqammey

Medium to Low Resolution - Effective Range - 11 Light Years

< Although I can't understand how {jabbI'ID pup} produces just a "high resolution".

Okrand seems to be contrasting perfect {pup} vs. imperfect {pupHa’} signal resolution/strength.  There are other ways Okrand has translated – or in the case of S19, not translated - {jabbI’ID}:

  jabbI'ID pItlh

  Transmission completed. (ST3)

janmey ngo' lulo'lu'DI' pIj jabbI'ID nISpu' woj

Older models were susceptible to radiation. (S19, i.e. communicators)
