It's because those are no.-klingon items. I think anyone will understand if omitted, but grammatically, the additional word must always be added.

I don't think it's a grammatical necessity to do this any more than it's a grammatical necessity to say beans after vinova. It's just a Star Trek trope that Marc Okrand is deliberately playing into.
