I think you made a lookup error for the noun "refuse". It means trash, garbage, something that is discarded. The Klingon word {veQ} is probably a good translation.

You have instead said {lulIgh} "refuge". That means protection or shelter from some kind of trouble or danger. It's a good word for many of the ideas in the poem, but not for this specific one.
