I don't think it's either. loS loch wa' is a sentence. You can't treat it like a number.
I don't know how you'd use fractions to modify a noun. Maybe
something like loS loch wa'; Sep SubmaHvam vIche' I
rule one-quarter of the region, literally one is a
fraction of four; I rule this fraction of the region.
