It could mean either. Context will tell. Since sending something is strongly associated with the destination one is sending it to, I would expect the default interpretation would be that the locative is the destination.

Besides, one would be more likely to say Qo'noSvo' vIghro' vIngeH.


My first impression is also that Qo'noS is the destination. However I can also see it being interpreted as the sending happening with the entirety of the act of sending (origin, transit, destination) occurring on Qo'noS.
