Can we write {jIDIl} for "I pay" ? Or {DIl 'Iv ?} for "who will pay ?" ?

Or since the translation of {DIl} is given as "pay for", it always needs to have an object ?

Remember that if a verb can have an object, it can have no object, meaning the verb is done to things in general or to things unspecified. I'm not aware of any special case where a verb must have an object.
