How about prefacing the question by with something like {Hoch jar Daqelchugh} "if you consider every month" or {Hoch qellu'chugh} "all things considered"?

This would explicitly remove any limitation on the choices, much as the {Hoch} does in {A Q law' Hoch Q puS}.
