I’m surprised they didn’t go for the other meaning of the word: {Hal mob}.
An absolute monarch is not a monopoly, though he may hold dominion and ultimate power.
Meanwhile, monopolies are lone sources of whatever it is they have a monopoly over.

Of particular interest is that he translated the name of the board game "Monopoly" into Klingon in case it was ever needed, though it ended up not being used. His translation was {ghatlhchu'ghach} "absolute dominance".
