<p>I don't think it's either. <b>loS loch wa'</b> is a sentence.
You can't treat it like a number.</p>
<p>I don't know how you'd use fractions to modify a noun. Maybe
something like <b>loS loch wa'; Sep SubmaHvam vIche'</b><i> I
rule one-quarter of the region,</i> literally <i>one is a
fraction of four; I rule this fraction of the region.</i><br>
