<p>It could mean either. Context will tell. Since sending something
is strongly associated with the destination one is sending it to,
I would expect the default interpretation would be that the
locative is the destination.</p>
<p>Besides, one would be more likely to say <b>Qo'noSvo' vIghro'
vIngeH.</b><br>
