(qep’a’ 2024):  This is anyone tasked with delivering a message. Maltz says he's also heard it (or sometimes {Qun le''aq}) translated as "angel".

HISTORICAL NOTES:
*{QumyaS} was used in the Klingon Bible Translation Project (KBTP) for angel and messenger). *{QumwI'} was used for messenger in the Klingon Hamlet (TKH); and {QumpIn} "communications officer" was used for messenger in Klingon Much Ado.

POSSIBLE PUN:
I can't help thinking that in Hebrew an angel (and occasionally other official messengers) is called  מַלְאָך *mal'akh* -- most famously *mal'akh ha-mavet" the Angel of Death from the Exodus story.  (For the etymologically inclined:  initial /m(a)-/ can be disregarded here. It's a very common prefix, like Klingon {-wI'}, meaning basically "thing or person that VERBs".)
