(qepHom 2019 booklet):  {ghoD} is used in reference to food (specifically, in Power Klingon, {to'baj 'uS lughoDlu'bogh} "stuffed to'baj legs", but it could be used for other things as well).  {ghoD} is also the word to use for stuffing your backpack or any other sort of pack or sack or suitcase or the like.  In other words, {ghoD} is used when the thing you're stuffing (the container) is used to hold or store what you're putting into it.  The idea with {tlhut} is not that you're holding or storing or retaining or saving or housing whatever's inside (even if only temporarily, as with the food), but that you're filling something up to attain a specific shape or look (stuffing/filling the skin of a dead animal, stuffing/filling some material to look like a teddy bear).  With {ghoD}, the ultimate shape of the stuffed thing doesn't matter; with {tlhut}, it's supposed to matter (though you may be unsuccessful).  You wouldn't use {tlhut} for a piñata.

(qepHom 2019):  use {tlhut} when filling something to achieve a shape or look (e.g. a teddy bear or a dead animal skin);  use {ghoD} when putting something into a container (e.g. a suitcase or something to eat)
