[tlhIngan Hol] Software supporting Klingon for its GUI?

I see the claim in articles that LibreOffice supports Klingon, but I
sure as heck can't find a way to install it or indeed any evidence in
LibreOffice that there is any Klingon at all.
I couldn't find it in OpenOffice, either.
