Known Klingon ambassadors/diplomats include: Kamarag (ST4 & SAREK), Koord (ST5), Ambassador Kell (TNG "The Mind's Eye"), K'Ehleyr was a Federation emissary/ambassador (TNG "The Emissary", "Reunion").

Federation (Saint John Talbot), Romulan (Caithlin Dar) and Klingon (Gen. Koord) consuls were posted in Paradise City on Nimbus III, “the Planet of Galactic Peace”. They were taken hostage by Sybok and his followers. (ST5)

In the 22nd century Vulcans maintained "consulates" on Earth (Sausalito, Canberra, Berlin) (ENT various episodes) and Mazar (ENT "Fallen Hero").  (By the mid-2270's the Vulcan Consulate was called an embassy (ST:TMP).)  OTOH there was a United Earth embassy on Vulcan in the 2150's (ENT "The Forge").
