I guess that this an example of Klingon not utilizing the apposition of 
"we Terrans." Kind of like "The thralls surrender!" spoken by a thrall.

*tlhIngan SuvwI' Duypu'* isn't meant as /emissaries of Klingon 
soldiers;/ it's meant as /Klingon warrior emissaries./

*jantor* /witness/ didn't exist when this line was translated. I also 
don't know the poetic or metrical requirements of the line.
