There are canon examples of {rav} being used by itself to indicate a
minimum:

{Hung buv rav: patlh Hut} "Classified Level 9 and Above" (Bird of Prey
poster)

{nen rav: chorgh ben} "Ages 8 to adult" (Klingon Monopoly)
