I thought it might have to do with trying to analyze {qav'ap}.  At the same qepHom 2020 {‘ap} was defined as "dues, toll".   Examples:

HIjmeH 'ap 	fee paid when bringing certain commodities into a jurisdiction (n) 
HIjmeH 'ap pIn 	customs officer (n)
HuqmeH 'ap 	excise tax, sales tax, VAT (n)
ngeSlIch ‘ap 	interest (on a loan) (n)
