One thing I did at outlook.com was to go to the "Junk email" settings
panel and say that "tlhingan-hol at kli.org" was a "Safe mailing list"
(at the bottom of that panel - below "Safe senders and domains")

You might also want to add "kli.org" and "lists.kli.org" as "Safe
senders and domains" on that same panel.
